Only resolution, no action

Once the deer in a forest gathered and discussed their own cowardice in the face of the pursuing hounds. They argued, “Why should we, who are equipped with fleeter feet and sharp antlers, be afraid of these insignificant dogs?”

Finally, a resolution was moved and passed that no deer should henceforth flee at the sight of the hounds. Yet, even while the cheering was going on, they heard the distant baying of the hounds. At the mere sound, not one deer stayed put at the assembly. All had fled as fast as their legs could carry them! The resolution went meaningless as it was not put into practice!
